Third Party Plan Review and Inspections

During the 2024 legislative session, NAIOP assembled a coalition of architects, engineers, contractors and home builders and worked closely with Governor Bill Lee’s office to draft and worked to pass legislation allow for private review of plans and inspections. Public chapter 771 creates an alternative path for permit approval and inspections for construction projects by allowing a developer to hire a licensed engineer or architect to complete plan review or perform an inspection. . For construction permits, this new law imposes a 30 business day timeframe for local departments to issue permits or complete inspections performed by a third party. For certain water-related permits, developers and builders may hire a specialized engineer to approve plans and perform inspections from the outset of a project.
